Political spin - Channel 4 News on 'The Power Behind the PM'

Last night's Channel 4 News had an interesting feature on and interview with Mark Textor, the spin doctor and PR practitioner who appears to be advising David Cameron to adopt the same populist policies (anti-immigration, anti-green taxes) that proved successful when he advised the current Australian PM during his election campaign.  Does responding to the instincts of majority of voters necessarily mean appealing to their selfish interests and basest fears?
